Trends include the impact of social media and technology on terrorist events and radicalisation, and a nexus between terrorism and organised crime. The yearbook outlines strong examples of prevention and strategies to counter violent extremism and provides governments and counterterrorism practitioners with contemporary analysis of current and emerging challenges and offers key policy recommendations to combat radicalisation, violent extremism and terrorism in all its forms.

The first report on how Victoria's legislation, powers and procedures are working to prevent, monitor, investigate and respond to terrorism. It contains 16 recommendations covering the use of force, investigative and preventative detention, presumptions against bail and parole, special police powers during declared events and the protection of criminal intelligence.

A report exploring the impact of extreme heat and outlines the risk factors that exacerbate heat vulnerability. It reflects current research, consultation with the Victorian community sector, a survey of community organisations about their experiences of heatwaves, and interviews with clients across the state. The report proposes recommendations to reduce the harm caused by extreme heat and strengthen the services provided to people experiencing disadvantage.

An overview of Victoria's emergency relief sector, drawn from existing research and consultation with emergency relief organisation. The report examines the impacts of the pandemic on the emergency relief sector, and on demand and provision of food relief – as well as the policy responses from both Australian and Victorian governments. The report provides a range of recommendations for both governments to help prevent people falling into financial crisis, and to strengthen the emergency relief sector for the benefit of those who do.

An audit examining whether COVID-19 procurements to increase the national medical stockpile (NMS) were consistent with the proper use and management of public resources and whether COVID-19 deployments of the NMS were effective.
Key findings were that the procurement processes for the COVID-19 NMS procurements were largely consistent with the proper use and management of public resources, inconsistent due diligence checks of suppliers impacted on procurement effectiveness and record keeping could have been improved and that due to a lack of performance measures, targets and data, the effectiveness of COVID-19 NMS deployments cannot be established.

A report to the Prime Minister on practical options for Australian governments to support and improve Australia’s climate and disaster resilience. The report includes recommendations on building Australia's climate and disaster resilience for consideration by governments and is underpinned by a more detailed technical report.

A three-year research project focusing on the nature of catastrophic disasters in the Australian context, frequency of such disasters, most appropriate practices to plan and prepare for them, and how businesses and community organisations can best be incorporated into planning and preparedness arrangements for catastrophic disasters. This research finds that disaster planning and risk reduction are not effectively implemented within Australia and that planning is being inhibited by cultural, knowledge and resource constraints dominated by reactive response-oriented approaches by emergency services. It also identifies the need for a collective national view of future capability requirements to inform investment. The outcomes of this research were presented as evidence to the Royal Commission into National Natural Disaster Arrangements.

Research focusing specifically on the role and involvement of community organisations in disaster management. The research includes results from stakeholders interviews and an online survey targeting not-for-profits and community service organisations, and provides key findings and recommendations for emergency management organisations, government funding bodies and community organisation peak bodies to improve the utilisation of capabilities offered by community organisations in disaster management.

A report that allows for a better understanding of how Victoria’s climate and hydrology are changing through a mix of historic observations and future projections, and, most importantly, how this will impact the state’s water resources in the short and long term.
