A hazard is a source of potential harm. A hazard event is another term for emergency.

Some assurance activities examine system-wide risks that span across multiple hazard types, including reviews into the emergency management functions of sector organisations.

Examples of such assurance activities include the Review of 10 years of reform in Victoria’s emergency management sector and the Royal Commission into National Natural Disaster Arrangements.

2017 A Pathway to Infrastructure Resilience: Advisory Paper 2: Guidance for asset owners and operators in the short term (External link) A research paper that recommends a whole-of-system, all-hazards approach to resilience planning that focuses on strengthening an infrastructure asset, network and sector, as well as the place, precinct, city, and region that the infrastructure operates within. 2017 Critical Infrastructure Resilience - Implementation Progress Report 2016 (External link) A report examining the first year of implementation of the new emergency risk management arrangements for critical infrastructure resilience in Victoria that came into came into effect on 1 July 2015, with a particular focus on the outputs required under the Emergency Management Act and the Critical Infrastructure Resilience Strategy. 2017 Review of connecting with and preparing communities for major emergencies in Victoria (External link) A review of engagement programs of Victoria’s two volunteer based statutory bodies, CFA and VICSES, that take a lead role in preparing communities for bushfires, floods and storms. The report makes three recommendations related to improving sector connections with communities to enhance preparedness and resilience for major emergencies. 2017 CERA Findings Report 2016–17 (External link) An overview of the CERA (Community Emergency Risk Assessment) program and findings as at June 2017. 2017 Critical Infrastructure All Sectors Resilience Report 2017 (External link) A high-level whole-of-state summary of the resilience of Victoria’s critical infrastructure sectors. This report draws on the collaboration between portfolio departments and industry throughout 2016–17 to improve the resilience of Victoria’s critical infrastructure and manage emergency risks.
